Setting up on windows temporarily

So I am currently sitting in the situation in where I have ordered a raspberry pi but there are some issues with the supplyer so it will be 3-4 weeks before I receive my item. Therefore I am wondering if it would be possible to set up the OpenHab server and MQTT on my pc and then later transfering it to the raspberry without too much trouble?
I am very eager to get started on my project and I have heard that you can run OpenHab from your pc, so I was just wondering if this was possible.

Yeah I know it’s possible to do it on windows, but my question was rather: If I do it on windows, will I later be able to transfer it to the raspberry device?
